IMF assistant director Odling-Smee, World Bank assistant director Carter] CHUBAIS, IMF,
WORLD BANK PUT BEST FACE ON NEW LOAN AGREEMENT, which may have less substance behind it
than indicated. At the conclusion of Russia-World Bank-IMF negotiations today, Anatoly
Chubais, director of the Moscow office of the World Bank Michael Carter, and the head of
the Second European Department of the IMF John Odling-Smee held a press conference on the
details of the deal. Chubais began by noting that Russia's difficulties were linked [Source: same as above] WORLD BANK CALLS FOR TRANSPARENCY. Carter, the World Bank
representative, emphasized the need for reforms in Russia in the areas of transparency and
fiscal accountability, including arrear payments, promoting the private sector,
strengthening competition and corporate governance, and fostering sound financial
practices. Carter added that the World Bank will give Russia another $800 million this
year, and the balance next year, totalling $3 billion more, with a total disbursement to
Russia for 1998-1999 of $6 billion. In exchange for this credit, and promise of more to
come, Russia must pay the price of another round of awful conditions. These include that:
Russia will promote competitive access to the pipeline system of Gazprom; the electricity
sector, presumably meaning UES (run by Chubais), will be opened to private, including
foreign [source: same as above] IMF: RUSSIA TO DECREASE BUDGET DEFICIT. Mr. Odling-Smee of the IMF said that Russia is expected to strengthen its fiscal position, with the federal budget deficit expected to fall to 5.6% in 1998 from 6.8% in 1997. He called for major reforms of the tax system. IMF additional support in 1998 is reported to be another $11.2 billion, with $5.6 billion to be provided after the IMF's meeting of its board of directors on July 20. LONG-TERM. All three of the negotiators stressed that all GKOs (short-term treasury notes)
will be honored, but also that Russia was giving investors the option of converting their
short-term GKOs, into long-term bonds denominated in foreign currency. Chubais stressed
that such conversions were voluntary and up to the individual bondholder. It is hoped that

За десятком избранных наркоманов - миллионы паразитов и прихлебателей, которым тоже перепадет из мешка, который привез Анатолий Борисович, который ему дали там из средств, которые выкачали отсюда. Перепадет и демократам и красно-коричневым, и семитам и антисемитам, и лебедям и грачам. Спасибо отцам нашим и лично Анатолию Борисовичу. Чувство глубокого признания на время наполнит наши карманы. Тепло удовольствия разольется по изголодавшимся телам. До следующей ломки. Сегодня промотавшиеся отцы страны-паразита попивают чаек. За 15 миллиардов они под шумок ликования сбыли пару наших алясок. Через неделю после чаепития они закопают екатеринбургские кости. Велика Россия: в руках шуршит, в памяти - пустота. И можно ширять и ширять. В следующий раз сядут у костерка. Когда?
