Интервью г. Коха, в котором он рассказывает сказки о русском народе, заставило меня обратиться к первоисточнику. Такая сказка, действительно была написана писателем - сатириком Е.М. Салтыковым-Щедриным примерно 130 лет тому назад. В ближайшее время (1-2 недели) я постараюсь разместить эту сказку на этой Web-Page. А пока размещаю не менее интересную сказку русского писателя Е.М. Салтыкова-Щедрина "Медведь на воеводстве".
В школе, на уроках литературы мы изучали творчество этого писателя. Но сейчас, когда вновь перечитываешь это произведение с точки зрения менеджмента, то можно получить ответ на вопрос: "Как в России проводились все экономические реформы:
-отмена крепостного права в 1861 году по настоящее время. Октябрьская революция была нужна только лишь для того, чтобы переделить всю собственность и вернуться опять в крепостное право. Лозунги, знамена, философия, конечно были взяты у выдающихся мыслителей (три источника, три составные части ....), а делалось и делается все это и сейчас так, как описано в этой сказке.
Так как Салтыков-Щедрин жил и писал свои произведения во время крепостного права и его отмены, то он очень четко описал менеджмент своей эпохи. Для классификации такого типа менеджмента я подобрала название - bestial management.
Эффективность bestial менеджеров в этой системе координат измеряется в этом:
- сколько пролито крови
- сколько ведер водки этот менеджер может выжрать
- сколько чижиков он сожрет после этого
- сколько типографий будет разорено
-сколько академиков "заточили в дупло", сколько линейных батальонов поверстано
- сколько шкур и с кого может содрать эффективный zoo-manager
Я использую литературные слова, которые напомнила мне эта удивительная сказка. Значение некоторых, даже русских слов, мне пришлось искать в словаре Ожегова.
Деструктивный менеджмент отличается от bestial management. Проведению реформ в России мешает многовековая система, созданная чиновниками на принципах и методах bestial и деструктивного менеджмента. Какие бы реформы не проводились, какой -изм не добавлялся бы капитализм, социализм (с человеческим лицом, или без), коммунизм - все равно получается крепостное право. Сколько партий не строй - все равно получается КПСС. Вот только даже в сказке один мужик может прокормить только двух чиновников, которые думают, что булки появляются в таком виде, в каком они их едят. Один мужик сможет прокормить двух генералов в отставке, если они находятся на необитаемом острове, и если надо удовлетворять только одну их потребность - накормить досыта. А вот прокормить 7-10 политических партий - это можно только на международные кредиты. В бумажном строительстве накоплен большой опыт... В России уже весь народ обобрали. Учителя, врачи, медицинские работники, инженеры получают заработную плату ниже прожиточного минимума(10-30$ в месяц). Даже в Африке медицинские работники и учителя по уровню оплаты труда стоят на третьем месте после Главы правительства и работников министерств, и получают они не менее 5-10 тыс $ в год.
Российским крестьянам обещанной земли до сих пор не дали. В 1917 году переделили все что было - и в Испанию или другие страны - чтобы землю крестьянам в Гренаде отдать... А свои - подождут. До 1861 года жили, ждали и еще подождут.
Настоятельно рекомендую почитать сказки Салтыкова-Щедрина. Все, что сейчас происходит в России очень напоминает то, о чем он писал. "Пропала совесть", например. И все стараются избавиться от нее. Поиграли в демократию - и достаточно, пора добровольно самораспускаться... и на шею мужика и МВФ садиться?

The interview of mister Koh, in which he tells fairy tales about Russian people, has forced me to address to the primary source. Such fairy tale, was really written by the writer - satirist E.M. Saltikov-Shedrin approximately 130 years ago.
In a near future (1-2 weeks) I shall try to place this fairy tale on this Web-Page. For now placing a not less interesting fairy tale of the Russian writer Saltikov-Shedrin " a Bear managementing of voevode".
At school, at lessons of the literature we studied creativity of this
writer. But now, when again re-read this product from the point of view of management, it is possible to receive the answer to a question: " As
in Russia all economic reforms were carried out:
-Cancellation serfdom, serfage in 1861 till the present time. The
October revolution was necessary only that take away the property and to
return again in serfdom. The slogans, banners, philosophy, were certainly
taken at outstanding thinkers (three sources three components....), and
was done and all this is done and now how is described in this fairy tale.
As Saltikov-Shedrin lived and wrote the products in time serfdom and
its cancellation, he very precisely has described management of the epoch.
For classification of such type of management I have picked up the name - bestial management.
The efficiency bestial of the managers in this system of coordinates is
measured in it:

- How many buckets of vodka this manager can guzzle
- How many siskins he gobble after that
- How many printing houses will be ruined
How many academicians " have grinded in hollow ", how many linear battalions line up

I use literary words, which were reminded me this wonderful fairy tale. Meaning for some, even of Russian words, I had to search in the dictionary Ozhegov.
Destructive the management differs from bestial management. The
realization of reforms in Russia is prevented by centuries-old system
created by the officials on principles and methods bestial and destructive
of management. What reforms would not be carried out, with what -ism would
not be added of capitalism, socialism (with the human person, or without), communism - all the same it turns out serfdom. How many political parties

one month). Even in Africa the medical workers and teacher on a level of
payment of work stand on the third place after the Chapter of government
and worker of the ministries, and they receive not less than 5-10 thousand $ per one year.
The Russian peasants of promised ground till now have not given. In
1917 repartition all that was - and in Spain or other countries - that
ground to the peasants in Grenada to give back... And - will wait. Till
1861 lived, waited and still will wait.
Urgently I recommend to esteem fairy tales Saltikov-Shedrin. Everything,
that now occurs in Russia very much reminds what he wrote about. "

А теперь размещаю оригинал той сказки, которую пересказывают "эфективные" bestial managers для того, чтобы
получить кредиты, "размещают" инвестиции по своим валютным счетам. И берут не 3%, а все, и на это еще получают проценты. Насколько точно персказывают - оцените. В этой сказке очень хорошо показан образ тупого чиновника,
который работет в системе, в которой подбор кадров осуществляется по принципу : тупой - еще тупее и по принципу, изложенному в этих сказках. Кто возглавляет это министерство или ведомство - не имеет принципиального значения. Сколько времени прошло, а ничего не меняется. К тупизне добавляется ложь и лицемерие, наглость и криминал.
Система устойчива к социальным потрясениям, изменении государственной символики, сменам экономического курса. Вместо одних прийдут другие, и бумажной работы прибавится. Надо будет менять названия улиц,
заново переписывать циркуляры и предписания. Устойчивость этой системы демонстрировали отставки Премьер-Министров предыдущего Президента. Их меняли, как перчатки, а все оставалось также плохо.
Было время, когда Петр I таким бороды рубил и длинные рукава у одежды заставлял отрезать, чтобы длинные рукава не мешали работать хозяину этой одежды (причина ведь уважительная: хочу сделать что-нибудь хорошее для страны, для народа, да вот рукава мешают. В народе есть еще такая поговорка: "Плохому танцору всегда что-нибудь мешает :-)).
Петр I, где ты? Ау...
Нет покоя народу от этого bestial. Ни крестьянину, ни рабочему, ни ученому. Только высокопоставленные чиновники, приближенные к "Российскому Государственному пирогу" стали жить лучше в 30 раз. А где они стоят при этом - с права, или слева, какие при этом политические партии они возглавляют - для народа безразлично. Это песочные игры в демократию.
От того, что к тому, что они имеют, появится еще 7-10 ведомостей по которым они будут получать дополнительно по 1 центу минус подоходный налог за каждого проголосовавшего за них гражданина России.
ПОВЕСТЬ О ТОМ, КАК ОДИН МУЖИК ДВУХ ГЕНЕРАЛОВ ПРОКОРМИЛ и сложившаяся ситуация со спорными островами, которые России не принадлежали разбудили и мои фантазии и воображение. Хорошо бы всех обнаглевших лицемерных, лживых чиновников и bestial managers вместе со с РАО ЕЭС (Российским акционерным обществом единые энергосистемы) на самом деле, реально разместить на одном из этих спорных островов, а все остальные вернуть тем, кому они принадлежали. Самых "эффективных" менеджеров, коррумпированных чиновников, карманные политические партии и объединения, 243 депутата, "протолкнувшие" это решение через Государственную Думу, и которые, конечно получать кое-что от обещанных 20 млрд.$, вместе с членами семьи и теми, кто захочет с ними поехать, на 4 года разместить на одном из островов. Пусть проведут реформы и экономические эксперименты сначала там. Если через 4 года, там не будет получен такой же результат, как на всех остальных, то переселить их на те территории, где меньше всего bestial сможет нанести вред окружающей природе.
Времени ожидания обещаний, равного периоду полураспада тех радиоактивных элементов, которые "эффективные" менеджеры хотят завести в Россию, больше не давать. При таком уровне коррумпирования, нищенском финансировании научных исследований, финансовом банкротстве - нищенским положением ученых (30-70$ в месяц), научно-исследовательских институтов и предприятий, у которых единственный телефон, и тот отключили за неуплату. А ареста всех основных средств не хватит оплатить только штраф за электроэнергию. Наука в России находится на положении рабыни. Звон оков и цепей заглушается режимом "секретности" и отсутствием прозрачности государственного финансирования. Налогоплатильщики России не имеют права знать куда были направлены, и как эффективно использовались налоги, которые, как нам объясняют самые низкие в мире??? Года два назад работники атомной энергетики пытались довести до правительства и президента информацию о бедственном положении, но их не услышали. На коленке и при свете свечи такие исследования и разработки не провести. А той заработной платы не хватит и на свечи.
Режим секретности не позволит знать реальное положение дел в том числе и для проверки "объектов" международными организациями. Вся "эффективность" менеджмента состоит в бухгалтерской проводке с одного счета на другогой. Эти отходы привезут - и бросят на очередную свалку. А на наших Российских свалках можно найти все, что угодно: и гексаген, и боевые снаряды. Вот только Чернобыля мало, надо еще добавить радиоактивных отходов. Самое главное деньги получить сейчас. А потом пусть голова болит у тех руководителей, на чьих территориях будет находиться все это. Кто будет охранять эту свалку и как? Ведь дети, чтобы заработать себе на мороженное, могут с этой свалки нести в пункты приема этот металлолом... Для начала, может быть и выплатят работникам заработную плату за 1996 год в полном объеме. А все остальное заплатят тогда, когда пройдет период полураспада... А этот период у разных радиоактивных элементов - разный. В школе на уроках физики мы что-то изучали. Надо достать и почитать.
На дискуссии по этому вопросу в телевизионной передаче "Времена" с Владимиром Познером выступал бывший министр атомной энергетики Адамов. Всем участникам этой дискуссии он дал понять, что все вокруг ничего не понимают в атомной энергетике, кроме него, конечно.
Теперь министр новый (а в России их могут менять хоть каждый день), но политика министерства та же самая. А ведь можно пригласить специалистов именно в области ядерной энергетики из ЦЕРН, FermiLab (Chikago),и других международных организаций посмотреть на этот бизнес - проект. Обеспечен ли он специалистами достаточной квалификации, количественный и возрастной состав. Или будет использован труд заключенных, которые будут работать за похлебку?
Интересно, фирма, которая заключает этот выгодный контракт не боится, что ее "кинут" или "закатают в асфальт" в прямом и переносном смысле???
Не мешало бы для начала поинтересоваться бизнес-планом. Тот кто заказывает музыку и платит за это деньги (правда тоже не свои, а налогоплатильщиков) вправе иметь всю интересующую его информацию.
Существуют ли эти технологии, на каком оборудовании все это будет проводится. Не мешало бы и посмотреть на всю эту допотопную технику своими глазами. Каков износ этого оборудования и т.д.
А иначе господам - заказчикам прийдется за свои же деньги (деньги налогоплательщиков) плясать под ту же музыку, под которую пляшем мы все.
У тех, кто берет кредиты очень хороший аппетит. Они проглотят все сами, да и, самое, главное, могут в свое время "откусить" руку дающего под все сказки про эффективный менеджмент и эффективных менеджеров.
Налогоплатильщики всех стран, объединяйтесь!
Решение о ввозе радиоактивных отходов подписали 243 депутата Государственной Думы и два Академика - в том числе, как сказали, Велихов? А где Вы были, товарищь Велихов, накануне Чернобыльской ядерной катастрофы? Где разработки по защите населения от радиации? Почему Вы не информируете население страны, в которой сами живете? Жителям зоны АЭС даже после катастрофы ничего не сообщали несколько дней. Люди гуляли на улице вместе с детьми, пока не почувствовали себя плохо. На борьбу с бесхалатностью, в том числе и Вашей, бросали солдат из близлежайших воинских частей, а это 18-19 летние мальчишки, которым выдали в качестве средства защиты противогаз и саперную лопатку. Это уже потом людей, которые ликвидировали последствия ядерной катастрофы одели в защитные костюмы со свинцовыми пластинами. И в качестве "профилактики" выдавали йодированные таблетки и стакан чистого спирта для вывода радионуклидов из организма. Понятно, когда депутат Митрофанов из так называемой в России партии ЛДПР (либерально-демократической партии ???)просит дать ему 2 часа телевизионного эфира, чтобы объяснить населению пользу этих радиоактивных отходов. Как он заявляет, после этого все население начнет занимать очередь и записываться на получение по 1 кг этого смертельного дерьма в одни руки. Оказывается, что этот депутат хорошо осведомлен не только о том, что в штате Нью-Йорк ежегодно, только марихуаны употребляют на 20 млрд $, но и крутой специалист в области ядрЁной физики? В том, что заработную плату тем работникам, которые будут заниматься переработкой, будут платить этими самыми отходами, я не сомневаюсь. Такое давно практикуется на многих предприятиях России - платить заработную плату тем, что производят. Министерство финансов со всеми министрами надо ведь тоже отправлять к ЯдрЁной Фене. Оставить только Министерство по чрезвычайным ситуациям. Ведь, если годами не чистить устье реки, то ежегодные паводки будут приводить к катастрофам вселенского масштаба. А контроля за выделяемыми финансовыми средствами для борьбы с обычными природными явлениями как не было, так и нет. Кому беда, а кому денег сума.
Уважаемые Академики Велихов и те, кто согласен на ввоз ядерных отходов в Россию, где увеличивается вероятность ГКЧПушек с каждым днем, особенно при смене времен года и солнечной активности!
Объясните, пожалуйста, для начала, Вашу версию причин ядерной катастрофы в Чернобыле. Можно и с использованием научной терминологии, понятной Вам. Не считайте народ России таким тупым и не способным разобраться в курсе ядерной физики, который изучают школьники даже обычных общеобразовательных школ. Опубликуйте в Internet Вашу точку зрения о пользе радиоактивности для здоровья человека. Хорошо бы провести видеоконференцию в Internet, чтобы все видели, что Вам не выкручивают руки, выбивая эти заявления, и не держат наготове раскаленный утюг,так, на всякий случай... Хотя добиться нужных показаний могут и другими более "эффективными" методами. А все мы достанем школьные учебники, справочники по физике, чтобы разобраться с этой, с ядерной физикой.
Посылать этот зоопарк на остров Курильской гряды нельзя... На Северный полюс к белым медведям - тоже. Расплавится вечная мерзлота от таких придурков.
Для начала, всех тех, кто подписался за ввоз, надо отправить на экскурсию в зону Чернобыльской АЭС, и выдать заработную плату за июнь месяц, и все последующие месяцы, этими самыми ядерными отходами. Пусть возьмут столько, сколько унесут. А я пока заготовлю для каждого зверя по клетке в Excel. Там клеток много, хватит для всех...

Когда депутаты разделяются на тех, кто поддерживает, например политику, но не поддерживают экономическую программу. А другие, наоборот, не поддерживают политику, но поддерживают курс экономических реформ, то всем этим прогибалам не мешало бы почитать, если не полное собрание сочинений, то хотя бы потрудиться открыть энциклопедический словарь и прочитать: "Политика есть самое концентрированное выражение экономики" - В.И. В студенческие годы мы между собой шутили по поводу лозунга В.И. Ленина:
"Коммунизм - это Советская власть плюс электрификация всей страны"
т.е. математическая формула:
Коммунизм=(Советская власть)+(Электрификация)
Из этой формулы математически следует, что:
(Советская власть) = (Коммунизм) - (Электрификация всей страны)
(Коммунизм) минус (Электрификация всей страны
; На экзамене мы, конечно так не шутили.
Но истинность этой математической формулы подтвердило время. Действительно, когда отключают электроэнергию, горячую и холодную воду в Приморье - это и есть она - власть Советов.
Говорить и обещать можно многое, но если до сих пор правительство России не может четко сформулировать, куда же все мы плывем, и что же строим, то именно этот закон дает ответ :
Это: ( крепостная зависимость)+(банкротство всей страны)
причем и по горизонтали, и по вертикали
Я пока не могу подобрать название для этой формулы.
У кого, какие есть идеи по этому поводу?
События захвата НТВ наглядно демонстрируют на практике действия этого закона о банкротстве. Заявление о том, что государство не имеет никакого отношения к этим событиям, и это частное дело - ложь. Аналогичные события сейчас происходят на радиостанции "Эхо Москвы". Это очень напоминает цепную реакцию в термоядерном синтезе. Достаточно посмотреть кем подписан этот закон и кем утверждался. А через несколько месяцев после утверждения - дефолт... Проверка действие закона в глобальном масштабе... Это не только нарушение свободы слова, но и нарушение свободы заниматься социально значимым бизнесом, предпринимательством. Захваты и проведение силового банкротства банков, заводов, фирм, которые уже происходят не первый год по одному и тому же сценарию, разрушают созданный годами имидж торговых марок. У специалистов по шоу бизнесу можно проконсультироваться о том, сколько стоит "раскрутить" телевизионный канал с нуля, или радиостанцию. Мне кажется, что надо просуммировать все, все расходы (включая расходы на бумагу и судебные издержки). Кто будет возмещать причиненный моральный и материальный ущерб? Вопрос, конечно, интересный...

Когда вся государственная машина обрушивает свое воздействие на юридическое или физическое лицо, то противостоять этому альтернативы нет. Чтобы по полной программе осуществить процедуру банкротства в России достаточно иметь задолженность в 300$ для физического лица, и 3000$ для юридического лица. РАО ЕС и реформа жилищно-коммунального хозяйства может обеспечить это за 6-12 месяцев. Нанятые люди в масках могут сократить процедуру банкротства до 1 дня. Это НТВ не удалось с первого раза запугать и захватить. Тем, кто заинтересован в банкротстве не надо тратить много лет и финансовых ресурсов на капитальные вложения, создание инфраструктуры, на постоянные и переменные расходы, на создание имиджа, торговой марки, рейтинга. Достаточно оплатить услуги людям в масках и присвоить себе все, или, в крайнем случае - по остаточной стоимости основных средств, которые уже через 2 года морально устарели... Очень "эффективный?" менеджмент. Пиратство в законе... В этом законе о банкротстве, не указана точная
дата завершения банкротства по всей вертикали и горизонтали. Вот только зачем России такие хреновые (я имею в виду растения :)) менеджеры и соответствующий им менеджмент цель которых (го) не могущество и процветание России, а банкротсво?

- И как долго это будет длиться?
КОХ. Я думаю, в течение 10-15 лет... Вы понимаете... В течение 70 лет, когда формировалось мировое хозяйство, Россия, вернее, Советский Союз находился как бы вовне, развивался отдельно, по каким-то своим законам. И мировое хозяйство сформировалось без Советского Союза.
И оно самодостаточно, там есть достаточные ресурсы, все есть. И сейчас Россия появилась, а она никому не нужна. (Смеется.) В мировом хозяйстве нет для нее места, не нужен ее алюминий, ее нефть.
Россия только мешает, она цены обваливает со своим демпингом. Поэтому я думаю, что участь печальна, безусловно.
- Прогнозируете ли приход инвестиций в Россию, будет ли он в той мере, в какой его ожидают?
КОХ. Нет, потому что Россия никому не нужна (смеется), не нужна Россия никому (смеется), как вы не поймете!
- Но ведь Россия имеет гигантские экономические и людские ресурсы, и работать на российский рынок...
КОХ. Какие гигантские ресурсы имеет Россия? Этот миф я хочу развенчать наконец. Нефть? Существенно теплее и дешевле ее добывать в Персидском заливе. Никель в Канаде добывают, алюминий - в Америке, уголь - в Австралии. Лес - в Бразилии. Я не понимаю, чего такого особого в России?
- Но торговать с Россией, с огромной страной, где огромная потребность купить, купить, купить...
КОХ. Для того чтобы купить, нужно иметь деньги. Русские ничего заработать не могут, поэтому они купить ничего не могут. -
- Словом, вы не видите никаких перспектив?
КОХ. Я - нет. (Смеется.) Ну, Примаков если видит, пускай работает (смеется).
- Как, по-вашему, может повернуться экономическая политика российского правительства? Будет ли возврат к старым методам?
КОХ. Какое это имеет значение? Как ни верти, все равно это обанкротившаяся страна.
- И вы полагаете, что никакие методы хозяйствования Россию не спасут?
КОХ. Я думаю, что бесполезно.
- Могут ли быть реформы в обычном понимании этого слова приемлемы для России?
КОХ. Если только Россия откажется от бесконечных разговоров об особой духовности русского народа и особой роли его, то тогда реформы могут появиться.
Если же они будут замыкаться на национальном самолюбовании и искать какого-то особого подхода к себе, и думать, что булки растут на деревьях...
Они так собой любуются, так до сих пор восхищаются своим балетом и своей классической литературой XIX века, что они уже не в состоянии ничего нового сделать.
- Если исходить из вашего взгляда на будущее России, то весьма безрадостная картина создается...
КОХ. Да, безрадостная. А почему она должна быть радостной? (Смех.)
- Ну просто хотелось, чтобы многострадальный народ...
КОХ. Многострадальный народ страдает по собственной вине. Их никто не оккупировал, их никто не покорял, их никто не загонял в тюрьмы. Они сами на себя стучали, сами сажали в тюрьму и сами себя расстреливали. Поэтому этот народ по заслугам пожинает то, что он плодил.
- Насколько Запад понимает, что хаос в России может быть угрозой всему миру?
КОХ. Я, откровенно говоря, не понимаю, почему хаос в России может быть угрозой всему миру. Только лишь потому, что у нее есть атомное оружие?
- Вот именно. А разве этого мало?
КОХ. Я думаю, для того, чтобы отобрать у нас атомное оружие, достаточно парашютно-десантной дивизии. Однажды высадить и забрать все эти ракеты к чертовой матери.
Наша армия не в состоянии оказать никакого сопротивления. Чеченская война это показала блестящим образом.
- Какова ваша ниша в российской жизни?
КОХ. Нету никакой ниши.
