The State Research Center "D.I.Mendeleyev All-Russian Institute for Metrology" (SRC VNIIM) is the successor of the first Russian metrological establishment and one of the oldest in the world. Its origination is dated June 16, 1842, when the Depot of Standard Measures and Weights was formed in St.Petersburg. On the 10-th of January, 1945 the Institute was named after the great Russian scientist, founder of metrological science D.I.Mendeleyev.

Today, SRC VNIIM is one of the largest world's centers of research and practical metrology that is a science dealing with precise measurements and methods for assurling their traceability, the country;s leading organization for fundamental studies in metrology, the Main Center of state standards, the base of the Metrological Academy and Gosstandard of Russia

Organizational structure and scientific-technological potential
   
    SRC VNIIM incorporates scientific laboratories, desining, technological and manufacturing divisions, technical-scientific information and international cooperation department, engeneering, economic-planning and financial services, foreign economic relations and marketing department. A separate structural unit of the Center is the Lomonosov division comprising research laboratories and unique equipment.

SRC VNIIM has its Academic Council and two specialized councils for defending Doctor's or Candidate's theses.

The VNIIM's scientific-technical library is among the libraries with historically formed collections of great scientific and cultural value. VNIIM is also famous for its Metrological Museum, a depository of metrological history exhibits - Russian and foreign measures and measuring devices.

The scientific and technological potential is characterized by

  • concentration of first-rate metrologists and highly skilled specialists (11 doctors of science, 129 candidates of science);
  • avaialability of 54 state standarts of measurements units, up-to-date metrological test equipment and unique anti-interference buildings and constractions such as:
    • underground laboratory at a depth of 45 m with a total area of 1100 m2 including a special 350 ton anti-interference foundation, an international gravimetric station, laboratories for investigation and certification of high-resolution seismometers, and a life support system;
    • special ground-level anti-interference spring-suspended foundation 2500 tons in mass;
    • nonmagnetic complexes in suburb localities with low level of natural and industrial electromagnetic noise;
    • large hydrophysical basin with a "free submerged jet";
    • complex of standards for dynamic measurements.

Major trends of activities:
   
   
  • measurement assurance in the Russian Federation by employing and maintaining state standards of measurement units;
  • elaboration and implementation of the Program of fundamential studies in metrology and the Program for the development of the Russia's standards base;
  • fulfilment and coordination of research work in metrology (fundamental and target studies, investigations for creating and improving the state standards and measurement procedures) throughout the Russia's territory;
  • metrological certification, state verification and calibration of measuring instruments for the purpose of practical utilization of the results obtained within the framework of the Program for the development of the Russia's standards base;
  • realization of international scientific-technological cooperation in metrology, including representation of the Russian Federation in international organizations;
  • training of metrological personnel of the highnest qualification.

International cooperation
   
    The primary objective of SRC VNIIM international activities in metrology is to assure measurement traceability at the international level and maintain the conditions needed for integration of metrological science of Russia into the settled forms of interaction between national metrological centers and international governmental and non-governmental organizations dealing with metrology and measurement technology, for harmonization of national calibration and certification services with a view to developing normal market relations and protecting user's rights and interests.

For this purpose VNIIM

  • carries out intercomparisons of standards eith other countries to correlate the sizes of physical units and thus to assure measurement traceability in this country and abroad;
  • performs research and development on a contract basis;
  • establishes contacts with European organization concerned with calibration and certification of measuring equipment to arrange cooperation with them;
  • participates in the work of international metrological organizations such as:
    • Organization Internationale des Poids et Mesures (OIPM)
    • Organization Internationale de Metrologie Legale (OIML)
    • ISO
    • IES
    • COOMET
    • IMEKO and others
    with the object of improving the International system of units (SI), enhancing the accuracy of their realization, amending and unifying international scientific and technical standard documents in the country to provide competitiveness of home products in the world market and eliminate technical barriers in the collaboration between countries;
  • promotes propagation of the country's scientific and technological achievements abroad.
