Примечание. Объем финансирования мероприятий из федерального бюджета уточняется государственным заказчиком с Минэкономики России и Минфином России исходя из возможностей федерального бюджета на соответствующий год.

The note: Volume of financing of measures from the federal budget is specified by the state customer about the Ministry of economy of Russia and Ministry of finance of Russia proceeding from opportunities of the federal budget for the appropriate year.

Вместе с тем отмечено, что действующие в настоящее время система управления и механизм финансирования Президентской программы "Дети России" несовершенны. Мероприятия этой программы обеспечиваются бюджетными ассигнованиями не в полном объеме и с задержками. Проверкой установлено также нецелевое и неэффективное использование бюджетных ассигнований. В министерствах и ведомствах (государственных заказчиках) практически отсутствует информация о результатах проведенных программных мероприятий, о влиянии их на положение детей; не отлажена система контроля за целевыми эффективными расходованиями средств, направленных на реализацию этой программы.

At the same time is marked, that working now control system and mechanism of financing of the Presidential program " Children of Russia " are imperfect. The measures of this program are provided with budget assignments not in complete volume and with delays. The check establishes also no-purpose and inefficient use of budget assignments. In the ministries and departments (state customers) practically there is no information on results of the carried out program measures, about influence them on a situation of children; the monitoring system behind target effective expenditures of means directed on realization of this program is not organized.
